Yes! Google pays for page impressions as well. But it is very low. Adsense pays $0.01 to 0.05 per 1000 impressions because some of the ads are CPM. That earning is very low..... isn't it? So, clicks only can earn more money from adsense. Now, the question is when you are updating your web page on which you have put an Ad, you need to see that page to ensure its look is good.
